QEI Elections
Verify eligibility. Keep the vote secret.
A research application of QEI that separates voter eligibility and one-person-one-vote controls from the content of the ballot. The objective would be to test whether identity verification can strengthen process integrity without creating a link between a verified person and their political choice.
Can eligibility be verified and duplicate participation prevented while preserving the secrecy and independence of the ballot?
Verify what is needed.
- Eligibility to participate in the specific election or referendum
- That a person has not already used the same voting entitlement
- Authorised election-administration roles and critical system actions
Do not expand the purpose.
- Binding a voter identity to a selected candidate, party or referendum choice
- Profiling political preferences from identity or verification data
- Replacing election law, electoral commissions or independent observation with QEI
From request to verifiable result.
Eligibility request
The election system asks whether the person is entitled to participate in the specific process.
Protected verification
QEI checks the required eligibility attributes without carrying the ballot choice.
One-time entitlement
A purpose-bound event marks that the entitlement has been used, without storing how the person voted.
Separate ballot
The ballot is cast and counted in a separate voting process governed by election law and election authorities.
Technology without boundaries is not the QEI objective.
Ballot secrecy
Identity verification and ballot content must remain technically and organisationally separated.
Neutrality
QEI must not rank, filter, recommend or influence candidates, parties or referendum choices.
Independent oversight
Any experimental use would require election-law review, security testing and independent scrutiny.
No internet-voting claim
QEI Elections is a research concept and does not imply that online voting is currently authorised or deployed in Slovenia.
A research concept. Not an implemented system.
In Slovenia, elections are based on free and secret voting, and current legislation does not provide for casting a vote through internet voting. QEI Elections is therefore framed only as a research concept around eligibility, identity separation and auditability; any practical use would depend on applicable election law and independent institutional review.
